Disability Services

The Illinois Secretary of State provides a variety of services and resources for Illinois residents with disabilities. These services are designed to make it easier for people with disabilities to access identification services, transportation-related accommodations, and other state resources. Residents can find information about disability identification cards, services for individuals who are blind or have low vision, services for people who are deaf or hard of hearing, and other accessibility programs.

Individuals with qualifying disabilities may also be eligible for a Persons with Disabilities Identification Card. This card can help individuals access certain disability-related services and accommodations. The Secretary of State also provides information about the Homebound State ID Card Program and other resources for individuals who may have difficulty visiting a Secretary of State facility.

Disability Parking & Placards

Illinois residents with qualifying disabilities may be eligible for a disability parking placard or disability license plates. These programs allow eligible individuals to use designated accessible parking spaces. Depending on the type of placard and the individual's eligibility, some residents may also qualify for exemptions from parking meter fees and time limits.

The Secretary of State offers several types of disability parking placards, including permanent and temporary placards. Applications generally require certification from a qualified medical professional. Individuals with qualifying permanent disabilities may also be eligible for disability license plates. It is important to use disability parking privileges only when the eligible individual is properly using the placard or vehicle.

Healthcare & Disability Services

Illinois offers healthcare programs and services to help individuals with disabilities access necessary medical care and support. Illinois Healthcare and Family Services (HFS) provides information about Medicaid and other healthcare programs that may be available to individuals who meet eligibility requirements. Depending on the program, services may include medical care, prescription medications, hospital services, medical equipment, and other healthcare needs.

Illinois also offers the Health Benefits for Workers with Disabilities (HBWD) program. This program is designed to help eligible Illinois residents with disabilities who are working obtain healthcare coverage while continuing to work. This can provide an important option for individuals who may not qualify for traditional Medicaid because of their employment or income.

Residents who need healthcare coverage or other public benefits can also apply through Illinois' Application for Benefits Eligibility (ABE) system. ABE allows residents to apply for programs such as Medicaid, SNAP, and other assistance programs. Eligibility varies depending on the program and an individual's circumstances.
